Turn-Key Solution for PHMSA Compliant, Best Practice Oil and Gas Pipeline Control Rooms. Pipeline operators, and midstream operators with DOT pipe must comply with PHMSA 49CFR parts 192.631 (natural gas) and 195.446 (hazardous liquids) for Control Room Management (also known as "The Rule") and implement plans, procedures and tools to comply with The Rule. If the implementation utilizes of pipeline control room operating best practices, this will not only enhance safety but increase efficiency by Operating with Excellence. Since the publication of The Rule, EnerSys Corporation (USA) has been at the forefront of working with pipeline operators to implement a proven pipeline control room environment that not only complies with The Rule, but allows the control room to Operate with Excellence. The result of our five year effort is POEMS – Pipeline Operations Excellence Management System. The white paper describes the POEMS process as it was recently executed for a client with two oil pipelines. The turn-key project was completed in 5 months, and on-budget. Due to extensive consulting, education, and time on our ACRT (Advanced Control Room Trainer) our client was able to assume control of the control room operations immediately on completion of the project.
